Rodger Barnes has over 24 years’ experience working with Aboriginal people in Central Australia on exploration and mining issues. His previous work experience includes Manager of Mining at the Central Land Council where he gained extensive experience working with Land Rights and Native Title legislation as well as relevant Northern Territory mining and environmental assessment legislation. In this context, he fostered positive relationships between traditional owners and mining companies through the negotiation and operation of exploration and mining agreements that permit access to Aboriginal land and native title land in the Northern Territory.
Rodger holds an Honours degree in Geology and Geography from James Cook University and recently completed a Master of Philosophy (MPhil) at the University of Queensland. His thesis examined the implementation of a mining agreement in Central Australia between Warlpiri traditional Aboriginal owners and Newmont Mining Corporation, titled “Building an Implementation Framework for Agreements with Aboriginal Landowners: A case study of The Granites Mine”.
Rodger has extensive experience working as a researcher for the Centre for Social Responsibility in Mining (CSRM) since 2008. Some of the projects he has worked on include, the 2009 community perceptions study for BHPB Cannington in NW Queensland, an SIA for BHPB GEMCO operation on Groote Island in the Northern Territory, an Aboriginal employee retention study for Rio Tinto Iron Ore in Western Australia, a guide on agreement making in the petroleum sector with Aboriginal people for BG, Century Mine’s (MMG) Social Impact Assessment and community consultation on the impact of closure and principal analyst of a related 15-yr review of Century’s Gulf Communities Agreement, and contributed to a best practice guide for BG on Indigenous Employment, Training and Enterprise Development.
From March 2014 to September 2014 Rodger will be based in Addis Ababa in Ethiopia on an Australian Volunteers for International Development assignment as Monitoring and Evaluation Officer with the Ethiopian Ministry of Mines.
